Résolution 2098 (2013), adoptée par le Conseil de sécurité à sa 6943 eme séance, le 28 mars 2013.

La résolution 2098, rédigée par la France et adoptée le 28 mars dernier, prévoit la création d'une Brigade d'intervention spéciale sous l'autorité de la mission onusienne en République Démocratique du Congo (MONUSCO).

Cette brigade, dont l'objectif affiché serait de neutraliser les différents groupes armés présents au Kivu (M23, les FDLR, les Forces démocratiques alliées, l'APCLS, la LRA, les Forces nationales de libération (FNL), les divers groupes Maï Maï et les autres groupes armés), semble néanmoins avoir pour cible principale les combattants du M23.

Les forces de l'ONU associées aux génocidaires

En 1994, les auteurs du génocide des Tutsi du Rwanda se sont réfugiés massivement au Kivu – à l'est du Congo, frontalier.

Ainsi, depuis bientôt vingt ans, sous le nom de FDLR, l'armée génocidaire rwandaise et les miliciens Interahamwe qui les accompagnent sèment la terreur dans toute la région, massacrant les villageois, violant et pillant, ayant poussé l'horreur jusqu'à ajouter aux viols la systématisation des mutilations génitales aux fins de stérilisation des femmes – dans une perspective génocidaire conforme à leur programme.

Leur intégration dans les forces armées de RDC (FARDC) explique en partie le fait que c'est au sein de l'armée gouvernementale qu'on identifie les principaux bataillons de violeurs[1]. Par contre, on recourt systématiquement à l'accusation en miroir, technique de désinformation élémentaire, relayée par les réseaux françafricains pour d'obscurs intérêts géopolitiques, comme par la propagande du gouvernement de Joseph Kabila, à la suite de celui de son père. Et c'est ce qui aura permis d'attribuer la responsabilité de cette guerre faite aux femmes à l'ensemble des groupes armés de la région – particulièrement au mouvement politico-militaire d'opposition qu'on appelle M23.

L'énormité du scandale de ces vingt années de violences laminant l'est du Congo aurait fini par émouvoir, et, en décembre dernier une pétition internationale[2] signée aussi bien par l'ancien président de la République, Jacques Chirac, que par la compagne de l'actuel, Valérie Trierwieler, appelait à ce que l'ONU intervienne plus efficacement au secours de ces femmes martyrisées – en désignant comme principaux responsables non les FDLR ou les FARDC, mais le M23 qui les combat.

C'est ainsi que, début juillet 2013, a été mise en place une Brigade d'intervention offensive de la Monusco (Mission de l'Organisation des Nations Unies pour la stabilisation en République démocratique du Congo) qui, pour la première fois, en vertu de la résolution 2098 adoptée par le Conseil de sécurité en mars dernier, autorise des forces de « maintien de la paix » de l'ONU à… faire la guerre.

Mi-juillet, les opérations militaires ont commencé entre les parties en présence, les forces armées de la République démocratique du Congo (FARDC) ayant engagé le combat contre le M23, avec le renfort des forces génocidaires rwandaises et l'appui tactique de la Brigade offensive de la Monusco.

Un rapport de l'ONU[3] ayant récemment fait l'objet d'une fuite confirme que les FARDC collaborent de façon étroite avec ces FDLR génocidaires.

L'ambassadeur du Rwanda auprès des Nations unies, M. Gasana, dénonçait la semaine dernière le fait que les officiers de la Brigade d'intervention de la Monusco ont eu plusieurs rencontres de haut niveau avec les responsables des FDLR afin de coordonner leur action, en même temps que l'intégration poussée de ces FDLR dans les FARDC dont la Monusco soutient l'action.
De son côté, le M23 a dénoncé le fait que la Monusco a pu céder aux FARDC une position stratégique pour y installer leur artillerie, au risque de voir les populations civiles prises sous le feu[4].

Rappelons que la résolution 2098 de l'ONU[5] prévoyait de procéder au désarmement y compris des FDLR. Or, c'est avec leurs alliés des FDLR que les FARDC se retrouvent aujourd'hui directement associées à la Brigade offensive de l'ONU.

Rappelons également que cette brigade offensive est composée pour un tiers de troupes tanzaniennes, et que la brigade dans son ensemble est sous commandement tanzanien, alors même que la Tanzanie ne cache pas sa sympathie envers les forces génocidaires que leurs soldats sont appelés à côtoyer sur le terrain.

Des informations faisaient état y compris d'approvisionnement en armes et en munitions des FDLR par les troupes tanzaniennes.

Il est ainsi manifeste que l'action de la communauté internationale prend le risque d'être gravement dévoyée, se portant au secours des violeurs et des génocidaires qu'on attendrait qu'elle combatte.

On est en droit de demander au gouvernement français, chargé de la direction des forces de maintien de la paix onusiennes, de prendre les mesures qui s'imposent pour que cesse le scandale de ce dévoiement de l'action internationale – et qu'il mette un terme à l'alliance nouée, il y a plus de vingt ans maintenant, avec les forces génocidaires rwandaises…

What is going on in Kivu ?

United Nations forces have lined up on the side of genocidaires

In 1994, the perpetrators of the genocide against the Tutsi in Rwanda fled en masse to Kivu in eastern Congo. For nearly twenty years, remnants of the genocidal Rwandan army and Interahamwe militia, renamed as the FDLR, have spread terror throughout the region ; massacring villagers, pillaging and raping, even adding to the horror of rape the use of female genital mutilation as a means of forced sterilization, all in pursuit of their genocidal program.

The integration of the FDLR into the armed forces of the DRC (FARDC) helps explain the fact that the main battalions of rapists are found within the government army. [1] Meanwhile, there is a systematic use of “accusations in a mirror,” a basic technique of misinformation propagated by neo-colonial French networks in Africa in pursuit of their obscure geopolitical interests, and applied in the government propaganda of Laurent Kabila and now his son Joseph Kabila. Thus, this war against women is attributed to all the armed groups in the region, and particularly to the political and military opposition movement called M23.

The enormity of the scandal of the last twenty years of chronic violence throughout eastern Congo appears to have finally touched Western sensibilities, so that last December an international petition [2] signed by both former president Jacques Chirac and the companion of the current president, Valerie Trierwieler, called on the UN to intervene more effectively to help those martyred women. But instead of rightly identifying the FDLR or the FARDC as the primary culprits, it named the M23 which combats both these forces.

Subsequently, in early July 2013, MONUSCO (United Nations Stabilization Mission in the Democratic Republic of Congo) set up an offensive intervention brigade. For the first time, under Resolution 2098 adopted by the Security Council in March, UN "peacekeeping" forces are authorized to…wage war.

In mid-July, military operations began between the opposing parties, with the FARDC having initiated combat against the M23, with reinforcements from the genocidal FDLR and tactical support of MONUSCO and its offensive brigade.

A UN report [3] which was recently leaked confirms that the FARDC collaborates closely with the genocidal FDLR.
The Ambassador of Rwanda to the United Nations, Mr. Gasana, condemned last week the fact that officers of the MONUSCO intervention brigade have held several high-level meetings with FDLR leaders to coordinate their actions ; he also condemned the increasing integration of the FDLR into FARDC, whose operations are supported by MONUSCO.

For its part, the M23 has condemned MONUSCO for handing over a strategic MONUSCO position to the FARDC for use as an artillery site, at the risk of putting the civilian population under fire. [4]
Recall that UN resolution 2098 [5] called for the disarming of all rebel groups, including the FDLR. But now it is with its FDLR allies that the FARDC is directly associated with the offensive brigade of the UN.

Remember also that one third of this offensive brigade is composed of Tanzanian troops, and that the brigade as a whole is under Tanzanian command, even as Tanzania does not hide its sympathy for the genocidal forces that its soldiers are being called on to fight alongside in the field.
There have also been reports of the delivery of arms and ammunition to the FDLR by the Tanzanian troops.

It is therefore obvious that the action of the international community runs the risk of being seriously misdirected, by going to the rescue of the rapists and genocidaires that it should be combating.
There is just cause to ask the French government, whose representative directs UN Peacekeeping affairs, to take the measures which are imperative to end the scandal of this perversion of the international community's action – and to finally put an end to its alliance, forged over twenty years ago, with the forces behind the genocide in Rwanda.

Cosa sta accadendo nel Kivu ?

Le forze delle Nazioni Unite associati ai genocidari !

Nel 1994, gli autori del genocidio dei Tutsi in Ruanda sono fuggiti massicciamente nel Kivu - nel confine orientale del Congo. Così, per quasi vent'anni, sotto il nome di FDLR, l'esercito genocidario ruandese e le milizie Interahamwe che li accompagna seminano il terrore in tutta la regione, massacrando le popolazioni, stuprando e saccheggiando, spingendo l'orrore fino ad aggiungere agli stupri la mutilazioni sistematica dei genitali ai fini della sterilizzazione delle donne – nell'ottica genocidaria conformamente ai loro programmi.

La loro integrazione nelle forze armate della RDC (FARDC) spiega in parte il fatto che è all'interno dell'esercito governativo che si individua le principali battaglioni di stupratori. [1] Parallelamente, si ricorre sistematicamente “all'accusa nello specchio” tecnica di disinformazione elementare ritrasmesso dalle reti franco-africani per oscuri interessi geopolitici, come la propaganda del governo di Joseph Kabila, susseguito a quello di defunto suo padre. E questo ciò che avrebbe permesso di assegnare la responsabilità di questa guerra fatto contro le donne all'insieme dei gruppi armati de la regione - in particolare al movimento politico-militare dell'opposizione chiamato M23 (Movimento del 23 Marzo).

L'enormità dello scandalo degli ultimi venti anni di violenza che laceranno il Congo orientale ha avrebbe finito per commuovere,e, nello scorso dicembre una petizione internazionale [2] firmato tra gli altri sia dall'ex Presidente Francese, Jacques Chirac, che dalla compagna dell'attuale presidente, Valerie Trierwieler, facendo l'appello che l'Onu intervenga in modo più efficace per aiutare quelle donne martirizzate- indicando come principale responsabile non i FDLR o FARDC, ma il M23 che combatte contro di loro.

E' così che, all'inizio di luglio 2013, è stata costituita una Brigata d'intervento offensivo de la MONUSCO (Missione delle Nazioni Unite per la stabilizzazione della Repubblica democratica del Congo), che per la prima volta, in virtù de la risoluzione 2098, adottata dal Consiglio di Sicurezza lo scorso marzo, autorizza le forze "di mantenimento della pace" dell'ONU ... a fare la guerra.

Metà luglio, le operazioni militari hanno iniziato tra le parti in campo, le forze armate della Repubblica democratica del Congo (FARDC) avendo messo in atto combattimenti contro il M23, con il rinforzo delle forze genocidarie ruandese e il supporto tattico della Brigata offensiva de la MONUSCO.

Un rapporto delle Nazioni Unite [3] essendo stato recentemente oggetto di una fuga di notizie, conferma che FARDC collabora strettamente con i FDLR genocidari.

L'Ambasciatore del Ruanda presso le Nazioni Unite, il signor Gasana, denunciava la scorsa settimana il fatto che gli ufficiali della Brigata d'intervento de la MONUSCO hanno avuto diversi incontri ad alto livello con i responsabili delle FDLR al fine di coordinare le loro azioni, così come l'integrazione spinta delle FDLR nelle FARDC sostenuti dalla MONUSCO.

Da parte sua, l'M23 ha denunciato il fatto che MONUSCO ha ceduto alle FARDC una posizione strategica per istallarvi la loro artiglieria, con il rischio di vedere le popolazioni civili sotto il fuoco[4].

Ricordiamo che la risoluzione 2098 delle Nazioni Unite [5] prevedeva il disarmo compreso quello delle FDLR. Tuttavia, è con il loro alleato FDLR che i FARDC si trovano oggi direttamente associati alla Brigata offensiva delle Nazioni Unite.

Ricordiamo ugualmente che questa brigata offensiva è composta da un terzo delle truppe della Tanzania, e che la brigata è nel suo complesso sotto il comando della Tanzania, anche se la Tanzania non nasconde la sua simpatia per le forze di genocidarie che i loro soldati sono chiamati a convivere sul campo.

Ci sono state denunce tra cui la fornitura di armi e munizioni da parte delle FDLR dalle truppe della Tanzania.

E 'quindi evidente che l'azione della comunità internazionale corre il rischio di essere seriamente fuorviato, andando in soccorso ai stupratori e assassini che invece ci si aspettava che contrattasse.

Siamo in diritto di chiedere al governo francese, responsabile della direzione delle forze di mantenimento della pace delle Nazioni Unite, a prendere le misure necessarie per porre fine allo scandalo dello sviamento dell'azione internazionale - e che metta fine all'alleanza messo in atto, venti anni fa, con le forze genocidarie ruandesi ...
